The Sony Computer Entertainmet America label (SCEA for short), is primarily used as a publishing mark. While SCEA oversees development at Sony's North American developers, many of these teams have been given individual designations, such as SCE Studios Santa Monica. SCEA is also responsible for localizing games produced by other regions, such as SCE's Japan Studio. In extremely rare cases, a Sony-produced product will not get picked up for a North American release, but will instead get picked up by a third-party publisher for locatization and publishing.
